New Utility Allowances and Fair Market Rents

HUD has announced updated 2025 to 2026 Fair Market Rents, which became effective on October 1, 2025. You can find the rents on the HUD website.
Voucher Funding Shortfalls
It has come to our attention that several developments in RIHousing’s PBCA Section 8 portfolio may have a funding shortfall for their voucher payments. This means we may be unable to issue the voucher until HUD increases those accounts. We expect this is a symptom of the shutdown and will resolve shortly. You can check the status of your voucher in TRACS, and we encourage you to do so.
Once our staff finalizes the voucher, TRACS will reflect whether or not it will be paid. We are offering any sites that have a loan held by RIHousing to use their reserves if needed.
Reminders:
Owners and Agents of Low Income Housing Tax Credit properties (LIHTC) please be reminded that it is the owner’s responsibility to ensure that the on-site management staff is sufficiently educated and compliant with all LIHTC provisions applicable to the project, and that at least one member of the on-site management staff must attend training for compliance in managing a tax credit project annually. Proof of training must be submitted to RIHousing by January 31 every year in accordance with RIHousing requirements.
RIHousing staff conducting MORs at PBCA sites will note use of obsolete VAWA forms as an “observation” until further notice.
