Scam Letters Targeting Tenants

It has come to RIHousing’s attention that tenants are receiving scam letters targeting homeowners and tenants. It is very important that management notify their tenants about these scams, and communicate that they should not contact the sender and should report it to management immediately.

HOTMA Compliance Extended Until January 2027

On December 18, 2025, the Office of Multifamily Housing Programs published a Housing Notice extending the Housing Opportunity Through Modernization Act of 2016 (HOTMA) compliance date from January 1, 2026 to January 1, 2027, for all owners participating in HUD Multifamily project-based rental assistance programs.

 

Full compliance with the HOTMA final rule and discretionary policies is mandatory for all certifications with a January 1, 2027, date or later. The full notice can be found here: HSGN-07.pdf

 Financial Asset Management Reminders

  • If your property has a 12/31/25 fiscal year end, the 2026 fiscal year end budgets were due by 12/1/25. Please submit them as soon as possible if you have not already done so.
  • Escrow analysis signed option forms are due within 10 days of the date of the letter, and must be signed by the owner (not management).
  • When uploading to Procorem, please remember to also complete the related tasks.
  • When completing the financial template annually, please ensure that it matches the operating statements within the audit for all line items and categories.

 

Reminders:

  • Owners and Agents of Low Income Housing Tax credit properties (LIHTC) please be reminded that it is the owner’s responsibility to ensure that the on-site management staff is sufficiently educated and compliant with all LIHTC provisions applicable to the project, and that at least one member of the on-site management staff must attend training for compliance in managing a tax credit project annually. Proof of training must be submitted to RIHousing by January 31 every year in accordance with RIHousing requirements.

    • The new Owners Certification form (previous versions are obsolete) and fee information will be available in Procorem soon.
