Owners and Agents of Low Income Housing Tax credit properties (LIHTC), please be reminded that it is the owner’s responsibility to ensure that the on-site management staff is sufficiently educated and compliant with all LIHTC provisions applicable to the project.
At least one member of the on-site management staff must attend training for compliance in managing a tax credit project annually. Proof of training must be submitted to RIHousing by January 31 each year in accordance with RIHousing requirements.
Tenant Events for HOME or HTF Funded Properties
If your property is funded by HOME and/or Housing Trust Fund (HTF), your tenant events must be up to date in Procorem so that Asset Management may begin their annual mandatory HOME/HTF Rent Review.

Tenant Events for LIHTC Projects
As a reminder, LIHTC projects in their 15-year compliance period will be labeled as non-compliant and or risk of receiving an 8823 finding of non-compliance, reportable to the IRS, if your tenant events are not uploaded or entered into Procorem by the 10th of each month.

Social Security and Supplemental Security Income (SSI) COLA Increase
The Social Security Administration has announced a 2.8% COLA increase for Social Security and Supplemental Security Income (SSI) in 2026. The 2.8 percent cost-of-living adjustment (COLA) will begin with benefits payable to Social Security beneficiaries in January 2026. Increased payments to SSI beneficiaries will begin on December 31, 2025.

HUD Releases New Guidance for Properties Subject
to HUD/REAC Inspections
HUD has released new guidance—Notice PIH2025-27 / H2025-05—affecting all properties subject to HUD/REAC inspections. Click here to access the notice.
The new affirmative requirements under NSPIRE will continue not scoring for another 12 months (with October 1, 2026, as the intended date to begin scoring)
The list of non-scoring items includes defects related to fire doors, guardrails, and lack of GFCI protection, along with a few other less common issues.
These deficiencies will not currently result in point deductions; however, they must still be corrected within the prescribed repair timeframe if identified during an inspection.
Reminders:
RIHousing’s Contract Admin Oversight Monitor (CAOM) sent a reminder that all contracts under RIHousing's administration must maintain an active Unique Entity Identifier (UEI). Contracts associated with an inactive UEI are not eligible to receive disbursements of payments until the UEI is updated to active status. Please be advised that failure to comply with this requirement may result in delayed or withheld payments. The owner or agent can apply for a UEI at SAM.gov at this link.
HUD has published updated VAWA forms (HUD-5380, HUD-5382) and requires covered housing providers to use these after customizing each form with their program-specific information where identified. Once more guidance becomes available, the Office of Multifamily Housing and the Office of Gender-Based Violence (OGBV) will update all partners accordingly. Please contact HUD’s Office on Gender-Based Violence (OGBV) at ogbv@hud.gov and your local HUD Field Office contact if you have any questions. Any covered housing providers may also reach out directly to OGBV if they would like to request VAWA technical assistance. RIHousing staff conducting MORs at PBCA sites will note use of obsolete VAWA forms as an “observation” until further notice.
