The U.S. Department of Housing and Urban Development’s (HUD) Office of Multifamily Housing Programs announced the opening of a new application period for COVID-19 Supplemental Payment (CSP) funding.
Property owners participating in HUD’s Section 202 housing program for low- and very low-income elderly persons, Section 811 housing program for low- and very low-income persons with disabilities, and Section 8 Project-based Rental Assistance programs are eligible to receive reimbursements from this pool of funds for eligible expenses incurred from March 27, 2020, through January 31, 2023.
HUD has expanded the current list of eligible expenses to include:
Reimbursement for resident training on use of technology to access on-line property management portals and supportive services; and
Costs to enhance outdoor seating spaces to facilitate gatherings.
HUD has also extended the timeframe for delivery and installation of equipment categorized under eligible capital expenses and provided additional detail on reimbursements for allowable internet infrastructure costs and emergency generator purchase eligibility.
The Department does not anticipate making future CSP funding available following this round. The deadline for applications is Tuesday, February 21, 2023.
Updates to form HUD-52671-E (used by a property owner to request a CSP) are currently pending. An updated version of the form is expected to be posted on HUDCLIPS at least 30 days prior to the application deadline. Once this is released RI Housing will send an eblast detailing the submission process.
Request for Information: Economic Empowerment Program
RIHousing is considering issuance of a Request for Proposals from qualified applicants to provide funding for an economic empowerment program, similar to HUD’s Financial Self-Sufficiency Program.
Through this Request for Information, RIHousing seeks external responses and information on program design, interest, and general feedback from a range of respondents, including community-based organizations, consultants, developers, property management corporations, and multi-family property owners both within Rhode Island and across the country that have experience with researching, creating, or administering an economic self-sufficiency program for residents of subsidized housing.

Important Info for Site Managers and Service Coordinators
Starting November 1, 2022, residents of federally assisted housing may apply for educational scholarships offered by the NLHA Education Fund, which offers tuition assistance for vocational school, two- and four- year colleges/universities and graduate school.
Residents will need to complete an electronic application for the scholarship they wish to apply to and will be asked to upload third party references, transcript (if applicable) and proof of residency in assisted housing.

RIHousing Staffing Changes
We are pleased to announce that Karen Slavin has accepted the position of Multifamily Compliance Manager.
She will be overseeing the PBCA Section 8 side of Asset Management and will work alongside Lenore Coughlin to lead RIHousing's Asset Management department.
Karen most recently oversaw the RentReliefRI Program which assisted over 40,000 households and distributed over $250 million in assistance. She has previously coordinated RIHousing's Family Self Sufficiency Program, which provides job training, education and other services to help Housing Choice Voucher Program participants gain skills needed to achieve financial independence.
Hope Lanphear has been promoted to the role of Assistant Director of Leased Housing. She previously worked as the Multifamily Housing Compliance Manager for RIHousing's Asset Management department.
